Verpact is de organisatie die namens de industrie de afvalverwerking en -betaling regelt. De twee partijen liggen al enige tijd met elkaar overhoop vanwege het afwijzen van een aanzienlijk deel van het gescheiden PMD-afval (plastic, metaal en drankenkartons) door inwoners. Soms wordt wel driekwart van het ingezamelde afval geweigerd. Al dit afgekeurde afval wordt vervolgens verbrand, wat leidt tot extra kosten voor gemeenten. <\/span><\/p>\n<p class=\"tw-data-text tw-text-large tw-ta\" dir=\"ltr\" data-placeholder=\"Vertaling\" aria-label=\"Vertaalde tekst\" data-ved=\"2ahUKEwjK-eWZxoqGAxVRgP0HHbFfCoIQ3ewLegQIBRAU\"><span class=\"Y2IQFc\" lang=\"en\">Reden voor opzegging In een recente brief aan haar leden gaf de VNG aan dat het contract niet wordt verlengd vanwege onvoldoende kostendekkende vergoedingen van Verpact voor afvalinzameling. Bovendien is er een gebrek aan transparantie over de redenen voor de frequente afwijzingen. In de meeste gemeenten scheiden inwoners hun afval thuis, waarna gemeenten het voor controle naar een overslaglocatie brengen. In het contract met Verpact staat dat er maximaal 15 procent 'vervuiling', zoals PVC of lege verfblikken, in het afval mag zitten. Volgens de gemeenten is het aantal afwijzingen de afgelopen jaren echter aanzienlijk toegenomen. Als een lading afval wordt afgekeurd, wordt deze alsnog verbrand, zonder dat de gemeenten hiervoor worden gecompenseerd. In plaats van dat afvalinzameling geld oplevert, moeten gemeenten betalen voor deze milieuvervuilende verbranding en komen de grondstoffen niet terug op de markt. Dit leidt tot extra kosten en hogere afvalstoffenheffingen voor inwoners. Aangezien Verpact verantwoordelijk is voor veel van de inspectielocaties, wordt de organisatie daarom als verantwoordelijk gezien. <\/span><\/p>\n<p class=\"tw-data-text tw-text-large tw-ta\" dir=\"ltr\" data-placeholder=\"Vertaling\" aria-label=\"Vertaalde tekst\" data-ved=\"2ahUKEwjK-eWZxoqGAxVRgP0HHbFfCoIQ3ewLegQIBRAU\"><span class=\"Y2IQFc\" lang=\"en\">Gevolgen be\u00ebindiging De 'Ketenovereenkomst Verpakkingen 2020-2029' zou vanaf januari 2025 automatisch met vijf jaar worden verlengd. Door de opzegging van de VNG zal er nu opnieuw onderhandeld moeten worden omdat Verpact en VNG tot elkaar veroordeeld zijn. Staatssecretaris Vivianne Heijnen is momenteel op zoek naar een onafhankelijke bemiddelaar om de partijen weer op de rails te krijgen. Hoewel Verpact niet wil afwijken van de 15 procent norm voor 'vervuiling voor PDM-afval, hebben gemeenten en Verpact beide hetzelfde doel voor ogen.
